MW2 cost $200 million
Modern Warfare 2 had a launch budget many times more than even the big games. Most of this was marketing, a sign of the times.
According to the Los Angeles Times Call of Duty: Modern Warfare 2 had a launch budget of around $200 million. Only about $50 million of this, or one quarter, was actually spent on developing the game. The rest of the money went towards marketing and duplication costs. Since duplication is relatively cheap for most games most of this has to be the result of marketing.
This might be PR weekends for press, shills on forums, advertisements. Call of Duty: Modern Warfare marks just one of the many games who are now moving towards putting significant amounts of money toward marketing. Recently Valve confirmed that Left 4 Dead 2 would see an advertising budget of $25 million dollars, probably more than it cost to develop especially when development was only a year long.
The switch to marketing a game heavily is paying off it seems, with MW2 reportedly taking in $550 million dollars already.
