Fallout 3
 
Fallout 3 is a superb action role playing game with many interesting and varied side quests. In a world that genuinely feels like things are happening to you and other characters. Large amounts of rewarding exploration throughout the wasteland with engaging and satisfying combat.

For me fallout falls apart as soon as you get involved in the story, I played the game for 4 hours without fallowing the story, just exploring and experiencing the game world.  Every thing in the world feels like it has a reason and a place.  Just experiencing and exploring i felt like I was discovering the story of the world.  The story is much more limiting and not as natural as exploring the world, unlike Oblivion you can't really just meander and make your own story.
